I think it's Alexiel because in all the color pictures I've seen of Sarah (this includes the pictures in both artbooks and other pictures I've seen on the books themselves) her hair is a brown creamy color like Setsuna's, and when she's in Gabriel's body it's blue. Alexiel's hair is -always- black. Also, in the last few books, Alexiel is drawn looking younger/shorter limbed for some reason. I don't know why because I don't have the translation, but she is. :B;
